so doe this mean that if i roll 1 accuracy icon they are SOL or do i first have to declare which defense token i am going to accuracy, then they can still spend 1 def token of what is left that is not accuracy by me?

You declare accuracy target. They then choose to ecm or use a different token. It doesnt change it, they can still use 1 defense token.

You spend accuracies in order to lock down defence tokens. Before the enemy decides on what defence tokens to spend.

Once they're locked down, clearly, they cannot spend that one... So they could potentially spend another.

But they can only spend one ... By any means.
