A friend is going to play a Soontir, vader and pope shuttle list in a local tourney and asked me to prepare a strong list for him to practice against.
What rebel list would work well against his list? I have at least one of every Rebel ship and what I don't have I can borrow form him (he has everything 
)

The former is fine against palp/aces if you're good with it, but will probably lose hard if anyone's running jumps.
Dash/Ghost is the most reliable list for rebels right now, a wing crackswarm is also good if you can handle running a 5 ship list in a tournament and you have shelled out for 5 copies of 3 cards that only come two to a pack and only in different packs, and one that comes one to a pack. It's not a cheap list to run unfortunately.

Anyway, strictly to deal with them you're looking at Sabine Conner nets. Flown correctly (Ie practice advanced SLAMing the nets either onto them or right in front of their movement pegs) and youre almost guaranteed to win
Palp does NOTHING against guaranteed damage (note he can influence Prox/cluster mine rolls, which is one of MANY reasons that you always use conners)
Fortify with Biggs to ensure delivery of the advanced SLAM warden (rather than risk lucky rolls) and youre golden
