It States:

When you either decloak or perform a cloak action, you may perform a free evade action.

So if you decloak you gain a evade token, then for you action you cloak. Do you gain another evade token. I'm pretty sure you cannot do the same action twice, correct. But this is a free action.

So the max number of evade tokens you could get from this in one turn is 1?

If it says "evade action" then no, you can't do it twice. If it says assign yourself an evade token, then there's no limit!
