No, the "Death Star" and "Death Star Under Construction" are two distinct units effectively. The card requires a "Death Star" not a "Death Star Under Construction". Where as the card "Fully Operational" specifies a "Death Star or Death Star Under Construction"
The counter is that Death Star Plans only references the "Death Star" and can be used against the DSUC. So why would the reference to the Death Star on Death Star Plans refer to both but the reference to the Death Star on Superlaser Online only refer to the competed version.
The Death Star Under Construction is not destroyed by the "Death Star Plans" card. It has Black Health and can be destroyed in combat as per normal.

Incorrect. Page 6 of the Rules Reference under Death Star - Destroying a Death Star: "The Death Star Plans can be used against a Death Star Under Construction." Get yourself two reputation, don't destroy it with starfighters.
I retract that you cannot use the Death Star plans on a DSUC. But I still believe you can destroy it without, otherwise there would be no point giving it a health value.
For your original counter, the rules specifically specify that the DS plans can be used against a DSUC, but nothing else, so blowing up a planet is still say no

The big difference is that on page 6 of the RR, it clearly states "The “Death Star Plans” can be used against a Death Star Under Construction" Under the Destroying the Death Star section. If that statement wasn't in the RR, you couldn't use DSP against the DSUC.
There is no such exception in the rules for the super laser.
