Do the grav shift reroutes allow you to move obstacles/mines after they have been set? Because it says "before deploying fleets", so would you place them, then move them with the Interdictor?

This is the main thing I was interested in. Now you can deploy mines clustered in an area, then move obstacles very close to each other to further mess with your opponents navigational paths
So one thing I can see happening here is taking the typical station setup (surrounded by debris) and then either pack the debris into each other, or blow it away for easier access. For Contested Outpost, you could even inverse the obstacle placement to force enemy ships to risk hitting the obstacles if they want to get close.
If both players bring this upgrade along, I assume First Player would move obstacles first?

Now add the grav well projector to this silliness. That's enough of a horrible mess that no one will EVER pick Minefields.
