I believe and correct me if i am wrong that you can use Feedback array of a ship in range 1 of biggs because biggs' ability states "Other Friendly ships at Range 1 cannot be targeted by attacks if the attacker could target you instead". Since Feedback Array is not an attack and you can do it instead of attacking that you could use it on ships even if biggs is at range 1 of them since biggs only stops you from attacking the ships near him.
