Has anyone created blank specialist sheets? You know, with blank blocks without links between them? If there's something like this, could someone post a links to them?

What is a "specialist" sheet? Do you mean a blank Specialization Sheet?

No, I don't think anyone has created them as there are quite a few variables to making them. Ranked vs Unranked, space for the text of the Talent, etc...

You might be able to create new Specializations with one of the character generators and its data editor.

Here's one I made for my use.

It's an open office file (.odt) but it should open in word. I use the word processor's line drawing tool to put the links between boxes, I'm sure word has something similar.
