R3-A2's trigger is the declaration of an attack. This is why TLT only triggers it once. It's two separate attacks, but you only declare a target once with Cluster Missiles/TLT.

And Tactician works out of auxiliary arcs also, it's not dependant on a primary arc specifically. We don't know the exact rules for the mobile firing arc that the Shadowcaster will have, but it'll probably trigger Tactician also.

TACTICIAN: After you perform an attack against a ship inside your firing arc at Range 2, that ship receives 1 stress token. Limited.

Due to timing in the FAQ (see its interaction with Tractor Beam (If a ship is equipped with both Tractor Beam and Tactician, the tractor beam token is resolved as part of the attack, then the distance is measured for Tactician.)

THis is not, in either case - Tactician works for every attack you make that satisfies its range and arc requirement. Latts can easily trigger more than once per round, using Weapons Engineer or Bossk crew.
