i thought i saw a post few months ago regarding rules about placing squadrons outside your deployment zone, but that they have to remain inside the setup zone, meaning you can place them on the 2 range 5 distances on the left and right side of the boards during setup. see my example from below from setup grids on a vassal board.

You are Totally correct, and here's some reinforcement (And the Reason why there's Confusion and Old Information!)
There was a Mix-Up when they Changed over the Tournament Documents. The information (Can be placed outside of the SETUP area) was incorrect, and was modified to the current (can be played outside of the DEPLOYMENT area).

"Play Area" is designated as the Entire Field.
"Setup Area" is the 3x4 Area in the middle of the Table.... Essentially, this EXCLUDES the Distance-5 Areas on each Short Edge of the Table
"Deployment Area" is the section of the "Setup Area" that is within Distance 3 of the Long table Edge...\
Squadrons do NOT have to be played in the DEPLOYMENT AREA...
But they DO have to be played in the "SETUP AREA"
Which means they can be within Distance 2 of a Ship, and "Forward" into the middle of the Table...
But the CANNOT hang out into the Wings.
INDEED! In the Text Version of the Tournament Regulations, you'll notice "Outside of Deployment Zones" is Red... This is because it was corrected
Tournament Regulations, Page 8:
Squadrons must be placed within distance 1–2 of a friendly ship and within the setup area. Squadrons may be placed outside of deployment zones. If a player has one squadron remaining when they must place two, they cannot place it until the rest of their ships have been placed.
