Okay, I'm a fairly new player playing a 300 point game. No large base ships. What is your ideal build? I prefer Rebels, but would love to see any list. What do you run and any tips to why you see it being the strongest?

Rebels have a TON of variance. The Imps a little less so, but especially for Rebels without at least knowing a broad sense of the direction you want to go it is tough to just throw out a list.
Do you want to stay at long range and snipe?
Do you want lots of squadrons?
Lots of small ships at your disposal, or mostly core set and maybe an expansion or two?
A few general ideas to start out with- lots of CR90's with either SW7 (for B's) or TRC's (for A's) and Reekan work well. So does a couple nebulons and a flight of B-wings. Ackbar and some AFII's works fine too. So does Dodonna with an MC30 w/ APT's.
For Imperials you can pretty much field a fully kitted Demolisher (Gladiator SD) with either an assortment of fighters and or raiders and call it a day. Two bare VSD, Rhymer, and Tie bombers works too.
Thanks for the feedback. I could easily field 3 CR90's, 3 Nebulan's, and 2 Torpedo boats. Last time, I flew 2 decked out torpedo boats (admonition on one and Lando on the other), Dodonna, and 98 points in squadrons. I love squadrons and want them involved just for practice sake. So I'm trying to have at least 6 squadrons in each build too. I was trying to find a way to run Nym + 2 Scurrgs and maybe Dash + 2 2400's and a HWK. My thought is tie up defense squadrons and treat the Scurrg's like a 3 or 4th ship.
So you've had some experience with the Torps, and it sounds like you like them. If you want to continue that route, I'd suggest trimming some upgrades (Turbolaser and defensive retrofit) and adding Jaina's Light as your flagship.
If you're wanting to try something that uses your squadron build effectively (given the ships you listed as available), try this. I wasn't able to fit all the squadrons you listed, but I did try. Yavaaris and the other Neb want to slow roll and let your opponent come to you. B wings would probably be a better fit for this as they cost less and have better AS abilities (though i personally do prefer Scurggs in just about every other situation). If you swapped those out, you could slip back in Nym or Dash. I also took Jan instead of a normal HWK as a matter of personal preference given how many non-Aces are in this build. You could easily downgrade her if you wanted to throw Dash and Nym back in, and that would ensure you still have survivable fighters.
Two Nebs does seem dry at first, but they really are the most versatile ship in the game (defined as being able to fill more than 1 role). I've put them in their carrier role for this 300 point build, which also makes them great Anti Squadron ships. You should be able to just about obliterate any squadron force you face with this setup, clearing the way for your own squadrons to decimate enemy ships.
Yavaaris has the engineering team and veteran captain because those are handy for getting rid of a critical damage in a pinch (you get 3 points if you use vet captain to get an engineering token with the teams). I threw them on as an afterthought because there were only a couple points left after the core of the fleet was built, but they could easily mean the difference between winning and losing at a critical juncture in the game.
I'm always sucky at choosing a good defensive objective, hence the multiple options. Play what you think will be fun.

That's not bad if you want to go bombers, but if I was designing a 300pt list for rebels I think it would look like this:
Rebel 300 Pointers
Faction: Rebel Alliance
Points: 293/300
Commander: Mon Mothma
Assault Objective: Most Wanted
Defense Objective: Fire Lanes
Navigation Objective: Intel Sweep
CR90 Corvette B (39 points)

MC30c Scout Frigate (69 points)
- Ordnance Experts ( 4 points)
- Assault Proton Torpedoes ( 5 points)
= 78 total ship cost
[ flagship ] CR90 Corvette A (44 points)
