Banking a Nav Token then Engine Teching / Quantum Storm?

A simple one because i used to see it in wave 1 with engine teching but don't see it as much anymore and wanted to be sure.

So if i reveal a Navigation Command then decide to bank it as a token. Does that now allow me to use Engine Techs or Quantum Storm without spending the Nav Token?

No. It is not counted as resolving that command.

Page 5 of the RRG under Effects and Timing :

• Effects with a command icon as a header, such as “M:,” can be resolved once while the ship is resolving the matching command
And under Command Tokens on page 3
When a ship’s command dial is revealed, that dial can be spent to assign the corresponding command token to that ship. Command tokens can be spent at the appropriate time to resolve the lesser effect of that command.

This is further clarified under Commands on page 3:

A ship can resolve the effect of a command by spending a command dial or command token with the matching icon at the appropriate time

As such, you are Assigning a token, not Resolving a command.
