Situation: Steve is flying a Lambda Shuttle (Omnicron Pilot) which his opponent Chris has overlapped the previous turn in an X-Wing. The two ships are facing one another and are touching. Steve reveals a [0■] maneuver, and the stress is absorbed by a nearby Captain Yorr. Does Steve get an action during the Perform Action step with the Omnicron Pilot?

I have searched the FAQ and was unable to determine the answer. The best I found was the statement that two ships that both perform [0■] maneuvers are still "touching." Is touching the same as overlapping? Adding confusion to this, elsewhere in the FAQ it says that two ships who are touching and parallel and performing the same straight maneuver of the same speed are not considered to be touching.

PS: This came up in a game recently, and I suggested we rule in favor of my opponent, but I'm curious in case I see that situation again.

Steve gets an action because he did not overlap. However he did not move so he does not break the Touching condition. However the other ship might move past Jim on his move and end the Touching state or overlap again in which case they are again Touching.

Overlap happen during maneuver, this is the game therm for when your ship can't complete it's maneuver due to not having space between other ship to finish. So you back track and do the most you can of your maneuver. This is called an Overlap. Overlap as two concequences: You loose your action step and your are now in the game state Touching

Touching have one consequence, two ships touching each other can't shoot at each other. This state does not go until one ship move away.

In your case because you did not move, you are still Touching according to the FAQ BUT, you did not back track or you did not get prevented from moving, so you did not Overlap, so you don't suffer the consequences of the Overlap.
