Can a concentrate fire command be used to add a blue die to your attack pool.

Example: ISD-II has 1 discarded defense token--> receives 1 blue die from devastator card. Player concentrates fire to receive an additional blue die.

Yup. You can use the concentrate fire dial AFTER adding the devestator blue dice if you wish. This is the same as with Defiance, Opening Salvo and Paragon.

The reasoning behind this is all of those "while attacking" dice modification effects, all happen at the same time - during the "MODIFY DICE" Step of an attack.

Because all of those effects happen at the same time, you choose the order of the timing:

• An effect that modifies attack dice can only be resolved during the “Resolve Attacks Effects” step of an attack unless another timing is specified.

• If two or more of a player’s effects have the same timing, that player can resolve those effects in any order.

Also, just because you specifically called it out in the title: do keep in mind that either ISD variant is eligible to use the Devastator title (or any other one). In fact, I would argue that it's somewhat stronger on the ISD-I, with its black dice and greater likelihood of being forced to burn defense tokens by getting in close.
