So, if you have LRS equipped, can you not receive a TL from Range 2 if provided by Thread Tracers or Range 1 by a Systems Officer, to a ship that is inside range 1/2 of you?

If the enemy you are targeting is in range 1-2 you will be unable to acquire a target lock on them no matter which ability is allowing you to acquire a target lock. Abilities that assign target lock tokens are unaffected (Jendon and Manaroo).
The ranges you mention on Tracers and Systems Officer are the ranges that you need to be from the friendly ship with that upgrade, not the from the enemy you are target locking. As long as the enemy is at range 3 or longer, you would be able to acquire a target lock.
I believe theres already a FAQ regarding how you acquire a targetlock from an outside source telling you to.
The only enigma to dodge this rule is the Lambda Shuttle that can simply dump his TL off.
