Assigning a token, and taking a focus action are 2 different things. So you get 1

"Assign one focus token" is completely different. Drawback is this situation, she wont get 2 focus tokens because it isnt an action. Bonus is if shes stressed (which is bad because she cant cloak then) she still gets the focus, since as long as a token is "assigned" and not "free action" it may be either stacked or gained while stressed. Actions are forfeited if stressed, even free ones.

Recon Specialist works with the Focus ACTION. This is not the same as being assigned a Token which is what Whisper's ability does and which many other ships can do as well.

Note that multiple Recon Specialist can ALL grant +1 token when the Focus Action is taken. Rarely useful in practice but it would mean you could gain 4 Focus tokens by taking the Focus Action IF you has three Recon Specialists on the ship. Kanan may be able to use that but most ships wouldn't come close.

Nope but the assign focus token comes with the advantage that you can get focus even if you already did a focus action. So if you had recon spec and did the focus you can gain two and then make an attack that hits and get a 3rd one and with ACD you can cloak so Whisper gets to be that token tank much in the same way that Soontir can. It is just now that Soontir has better repositioning.
