One of my players asked me if a character that can`t run, can use the "charge" combat action. My tingling common sense says he can`t, but the question remains. Can you charge if you cannot run?

One of my players asked me if a character that can`t run, can use the "charge" combat action. My tingling common sense says he can`t, but the question remains. Can you charge if you cannot run?
Why can't the character run?
"Technically" is a word used by lawyers. Even engineers don't bother with it. Either it works or it doesn't.
Charge and Run are different actions. If a character can't perform a Run action that's one technicality. It they can't run, that's another. A Charge action is defined as a "rush" wherein the last 4m must be in a straight line. Charge speed is less than Run speed. It's easy to make the argument go either way.
Make a call and apply it consistently throughout your game. On the other hand, if your players don't like the call, change it...and stick to that for the rest of the game.
And yes, why can't the character run?
