You either lose an action or lose a huge chunk of your dial, and every other time you boost, you get ionised.

I'm not sure how I'm losing dial... As for the boosting the thought was since you are PS 9 you will better know when you actually need it.

I've fought against Dash a few times, usually against people that were dead set on moving last, and I never found it very difficult to deal with. He's a lot less punchy than PTL Dash, and even easier to run down because he's doing maximum of one repositioning action.

With all that white on the dial, I think PTL-Dash-Kanan is best for the combination of flexibility and reliability. VI-Dash-EI-Lando could work but really I would want Kanan nearby. Maybe one of the Outrider/Ghost lists doing the rounds would work but I prefer the flexibility to send ships where needed.

Ran VI Dash before. Don't know how to explain it any other way, but he isn't as good as PTL Dash. Not even close.
