I think the wording on Poe's card is "while attacking...", right? So that should prevent any have/spend shenanigans.
Yes, you can choose to apply your modifications in any order you like, so you can roll hit eye blank, apply Poe, then spend your focus token to change the blank with Weapons Guidance, in order to end up with three hits.
You couldn't choose though, to spend the token first then apply Poe. Not that you would do.
Weapons Guidance is rarely worth taking though, as Poe really wants to keep that token to defend with whenever possible.

That's debatable. Poe only needs to be able to use it a couple times a game to make it worth taking. You know whether or not Poe is likely to be attacked when choosing to use it. I think we'd see it a lot more but Poe is already so expensive enough that it is hard to fit in even more extra points for him.
That's precisely why it's dubious, he's already expensive without needing to spend two points he probably doesn't want to actually make use of. I would usually expect Poe to be better off not spending those points even if he could, and taking a 2-point initiative bid instead, rather than buying Weapons Guidance.
The Tech slot just isn't that good for anyone except TIE f/o aces right now.
