If I do a 1st action and a target lock as a second action allowed by PTL, can I have the free evade action granted by the Title or the stress token from PTL prevents that free evade ?

You can! Because the stress from PTL comes after the resolution of the second action, it's reasonable to assume you don't lose that free evade. The title activates upon acquiring a target lock and not after performing a target lock action.

Trigger Push the Limit

Push the limit give you a free action

Target Lock

Tie/V1 trigger

Get a free Evade Action

Finish Tie/V1

get a stress
