A Quest on Anrakyr's Deploy Action.

It says" Deploy the topmost unit card in a target discard pile."

Does this mean that I would still need to pay the deployment cost of that unit?

Yes. "Deploying" always means paying the cost. "Putting into play" means doing it without paying the cost.
