If rotating the turret at the end of movement as a regular action for this ship, perhaps a future ability could be to wait til the end of the movement phase to perform the action?!
Is there a current ability that may allow this ship to change the position of the chosen arc in this way?

Appears to be a Lancer-Only Modification in the spread that allows you to move it as a free action based on fulfilling some requirement. If that's the case, VI Ketsu will be a powerful force. Only downside is that its a modification, and giving a large base a mod that's not Engine Upgrade is always a hard choice. Large bases that don't either boost or carry the Emperor are often hard to justify, but free Tractor Beam tokens might just do that.
