What are the limits for Wing Guards

In the Bespin box there were only 6 Wing Guard figures, but 2 Regular cards and 1 Elite card... Does this mean I can use 2 regular groups of Wing guards in a campaign mission?

The rules for the boxes say you're limited to the number of figures (whereas the figure packs usually specify limits by deployment cards, rather than figures), but the way the Stormtrooper pack was written seemed to specify in that case that specifically 3 were elite and 6 were regular, to prevent you from using the figure limit (rather than deployment card limit) from bringing in 9 regulars or 9 elites...

Does this then carry over to the Wing Guards? ie, 3 are regular and 3 are elite, and the extra card is only for skirmishes?

Yes, you can use either two regulars or regular + elite, regular, or elite, or none. (Of course not being able to use one or the other if it is included in initial groups).

The Stormtrooper figure pack has the same instruction, add the deployment cards to their respective decks. But then under component limitations it reiterates that you're limited by the number of figures from the Core box... and then specifies 6 regular and 3 elite... In fact if it wasn't for that one line, one might rather assume you could use the extra deployment cards from the Stormtrooper pack to increase the number of regulars or elites while still remaining within the 9 figure limit... Based on how the stormtroopers are handled, I find the wing guards suspicious...

The Stormtrooper Villain pack is the exception that tests the rule, and both the core box and the Stormtrooper expansion tell you can still only use 2 regular and 1 elite Stormtrooper group.

For better measure: Besbin Gambit also says you are limited to the number figures in the Besbin Gambit expansion but doesn't have restriction on deployment cards. (But it implies you're also limited by the deployment cards by talking about 2x regular and 1x elite Ugnaught Tinkerer in the same way RRG talks about Stormtrooper groups. So although you're limited by figures, you still cannot use 3 regular groups even if you get extra regular deployment cards.)
