If a nexu had survival instincts played on it does it get to add an extra block for the a surge cancel it gets from survival instincts?

E.g. before it rolls does it get 2 block and a surge cancel our 1 block.

Yes. Survival instinct adds 1 block and 1 evade. Cunning adds 1 block for each evade result.

If you roll blank on the die and have applied survival instincts to the figure beforehand and the figure has cunning, the total result would be 2 blocks and 1 evade.

Yes, each evade adds a block to the defense results, whatever the source.

But note that Weakened is a core/mission rule, and thus applied before Cunning.
