Does anyone know if there's a program like Strange Eons but for Battlestar? I'd like to make some character sheets for my friends and me.

Considering the general simplicity of the BSG characters I just scanned a card in then altered it in Gimp / Photoshop.

I don't really care about the character balancing. I just want to be able to make characters and whatnot and don't know how to muck about with photoshop.

that's why Eons is so great.

Oh ... Then just use a scan and any paint-like editor.

You'll find the fonts on the internet somewhere... If all you want is to play with text on the cards then even Eons is a bit overspec'd!
