They don't rotate on every model. And it's a silly concept. And it's no longer canon. And it's infeasible to distribute new pilot cards and cardboard punch for give existing pilots an auxiliary arc.

Yeah they rotate a little up and down but not completely around.
And between PRockets, Autothrusters, and the Test Pilot title, I don't see them needing the help.
When aces came out, I wished they had given it:

The Bacta War said that Incom had at least come up with prototypes that can fire backwards, but I'm not sure if they ever made it to production models.
