Since Blount hits even if there's no damage, does this mean equipping him with Advanced Homing Missile secondary weapon automatically hits whether you roll or not?
Lieutenant Blount and Advanced Homing Missiles
Well, you still have to roll, but the results don't matter. Blount hits no matter what you roll. Which makes all those "If this attack hits" cards so awesome on him (and why Munitions Failsafe is a waste of points for him).
Yep. Any of the missiles that have an effect that reads "if this attack hits, ..." automatically happens when fired from the LT. Ion Pulse Missiles are another good one to use on him.
Pretty much
.... but it's a one shot one hit thing. you'll want to hope his damage deck is shuffled in your favor.
or XX-23 S-Thread Tracers since it just needs a hit to activate
Which one do you think would be the most effective?

Depends on what you are trying to do, you can easily cripple an ace with AHM and even outright kill most if you get the right cards (Direct Hit or Major Explosion and DIrect hit), Ion pulse again can cripple an ace because limit their maneuverability and you have more leeway with the range.
Blount with Tracers is an alpha-strike helper. He wants to fly alongside something that can make good use of his free Target Locks, like Golds with Proton Torpedoes or Wardens with Concussion Missiles. Blount with AHM is a wild-card flanker/ace hunter, who wants to come in from the side and mess with somebody who's already got their hands full with your main force.
So does this also mean that everytime he shoots, even if he hits with a primary weapon he gets one automatic hit in addition to any damage issued after all dice have been modified?

Lt. Blount's ability doesn't actually guarantee that he does any damage. His ability just triggers any cards that say "if this attack hits." If his attack does damage then he doesn't get any bonus. Lt. Blount affects things like Assault Missiles, Advanced Homing Missiles, Stealth Devices, Ion Pulse Missiles.
In other words Lt. Blount guarantees that the attack counts as having landed uncanceled *boom* symbols from the dice even if all *boom* results are canceled.
The other major interaction is with Stealth Device. Even if he whiffs entirely he still strips it.
I used Blount with AHM in my store champion ship, actually had people focus and take him down first before Corran or Wedge
Running him with Traces and a Z-swarm packing Guidance Chips and Concussion Missiles has a lot of potential for scary fun, but he'll be a priority target and will have decent odds of straight-up dying before he gets to shoot.

NO!!!
Sorry I haven't been following this but saying things that way is completely misleading to some. If you "count as having landed an uncancelled boom" then some will take that to mean the target still suffers damage as the result of the attack. THAT IS NOT THE CASE. Lt. Blount always counts as a "hit" on the target but that "hit" has no direct association with any type of die. If you roll all blanks with Lt. Blount you count as rolling all blanks but the attack still hits as far as the game definition of a hit needs to be concerned.

As in the rulebook definition:
Going back to the OP's question - regarding Blount & Adv. Homing Missile. He will tag the targeted ship with a face-up damage card (bypassing that ship's shields) regardless of the dice outcomes.
