Does placing a figure and movement

Does placing a figure into a space count as that figure having moved into that space?

To give context to this, we were playing the Price of Power quest (SoN) second encounter. The OL had an objective on the board that let him summon a figure from his open group any time a hero moved into, or started their turn in, the space containing the objective. The OL also had hell hounds on the board that have a surge ability called Hunt. " Hunt: After this attack resolves, you may remove the target from the map and place it in an empty space adjacent to this monster."

The OL used Hunt to remove a hero that was already on the objective token and place the hero right back on the objective token to trigger the effect. And he wanted to keep spamming this with multiple hell hounds but we called shenanigans based on the verbiage used on the monster card and quest text ( place vs move into).

Would placing the hero onto the objective token via the Hunt ability count as the hero having moved into the space containing the objective? If so, would/should removing the hero from the objective and placing him back on it be a legal move to trigger the objective?

The Ettin ability Throw also has the OL placing the hero figure into a space, and the text specifies that the figure counts as entering that space.

Placing is not moving into.

Placing and moving are totally different. Placing requires a figure to actually not be on the map. Placing is the act of a figure being put on the map. Moving is where a figure travels on the map through use of MPs.

Though another term to pay attention to is "Enter". In this case the trigger happens when a figure is placed or moved.
