Can they be opposed?

Other than the Rebel's "Contingency Plan", all the Logistics missions use 'Resolve'.

And per the rules, 'Resolve' missions can not be opposed.

Contingency Plan is a special case mission, since it is used to swap in a starting mission during the Command phase, and follows that mission's text. If the mission you swap in is not Rapid Mobilization (the other 3 use 'Attempt' wording), it would then be opposable.
