Tel has PS 0 crit before destruction. He's destroyed. Does he come back to PS 7? When?

As a TO, here is how I would do it.
1. Get dealt damage, deal damage cards (and crits) until Tel is destroyed
2. Follow Tel's ability, canceling (discarding) all damage cards and deal 4 facedown. The second that you discard all damage cards (including the PS0 crit) you go back to PS7.
And yes, that means, there is a possibility that you won't be able to shoot that round, if the attack was below PS7 and PS1 or higher. If you are attacked by a PS7 simultaneous rule applies. Same thing for PS0 attacker.

We had an email ruling a while ago about a situation with Veteran Instincts being discarded by damage from a prox mine before the victim's modified PS would activate, but after its baseline PS had already activated. The ruling was to treat the victim as the modified PS until after its activation.
I don't know to what extent that precedent would apply here, it's another "because we said so" ruling, but it is worth knowing.

The general rule of the game (but sadly, unwritten I think) is you only miss your shot/move if you don't have someone in range/arc, or your weapons are disabled for some reason (rock, SLAM, cloak, Corran, new!Blinded pilot, etc).
I'm totally nit-picking here but Tel is only ever destroyed once. His power activates when an attack would have destroyed him. It's a subtle difference but one that can affect how other cards and rules interact with his ability.

I agree here. I think as soon as he gets destroyed and comes back with 4 facedown cards as PS7, if he is higher PS than other ships, he gets to fire before they do - assuming he has a viable target.
Thanks guys. It didn't matter too much. I had a PS9 Ten Numb behind him, but he still got a primary turret shot out of arc. Between Tel and Bossk with Hound's Tooth, a lot of critical hits got to be discarded/ignored by the end of the game.

If that situation is forced with Tel and the PS 0 crit, I don't see why it would be any different.
This is like assigning a red manuever, and then getting hit with a Prox mine or whatever before you move that gives you a crit that stresses you. It's unpleasant that you're forced to double red and hand your dial to your opponent but that's the way it works.

However, that's not the case. The situation is that someone has a PS0 and a PS6. The PS6 fires. THen the opponent's PS4 fires and resets Tel. Now someone has a PS7 and his opponent has more PS4s. If he then chose NOT to shoot with Tel, or couldn't, PS order carries on as normal.
Tel hasn't had an opportunity to fire yet, so there's no way he can have missed it.
IIRC there was an email to this effect from FFG, but it clearly needs FAQing.
