My group figured this one out. In Desperate Allies there's a wonderful little gadget called "jump boots", effectively they're the boots Cad Bane used quite awesomely in Clone Wars. It has a maximum height they can reach and have vehicle stats, including system strain, so threats and despair can shut them off if players start spamming their use. Instead of calling them "jump boots" call them a personal "repulse upgrade for hover droids".
Not sure on price, but I would treat it like Toydarian's hover movement. I'm not even sure if I would even charge a player for that. But this is all house rule territory.
You could just get a jetpack and declare it's "built-in" to the droid. Optionally, get one of those Hutt platforms and glue/bolt the droid to it.

I would agree with this. And for that reason, depending on the droid's concept of course, I would prefer to have some form of locomotion in addition to the repulsorlift - a pair of legs, tracks, a wheel, etc; and then buy a jetpack or similar gear to integrate into the droid's body and have it as a secondary system.

Our Astromech added cybernetic legs, repulsors (jumpboots) and classic wheels to her chassis. Ion Shielding is the next thing on her self-improvement list. And well, those cybernetic legs are basically half a dozen cybernetic spider legs. It not like anyone would get nightmares from that … yet, but she ain't finished with self-improvement either. ;-)
Anyway, the basic repulsor lift should follow the rules from stay on target for movement when you can fly. I think there those are the same used for jetpacks when used on personal scale as well. You just can fly or hover and move at the same rate as you would normal. Those jump boots and jetpacks when operated on planetary scale at the other hand become vehicle scale and are incredible fast.

Oh and temporarily taking out those repulsors is just one bad motivator or one aimed shot away. I doubt that you really need to hit with an ion weapon when you can just aim for the repulsor engine and bring the thing down. 3 Advantages or one aim maneuver should be all that it takes. Sure it is just temporary (at least without double triumph or sunder) and right in the middle of combat it might be a challenge to repair it right away.

There were multiple examples of repulsorlift droids in the movies and TCW, but the best example I can think of is AZ-3 [5].
If you want to fly around like R2-D2 or Chopper, then you’d want to integrate either the Jump Boots or a proper Jetpack. The Jump Boots might only cost one cybernetic upgrade, while the Jetpack might cost two or three, because it’s bigger and bulkier and more capable.
So, I think that’s a good deal of information to work with in this space.

Uhm why cybernetic upgrades for jump boots or jetpacks and not simply (internalize) gear? (I agree on everything else)

Seriously, though. I would just go with the suggestions above using the Toydarian hover ability, especially if it's an integral part of the droid's design and not a modification (if it's a later modification, I would just throw a cost for it similar to jet pack or boots mentioned).
And yes, I would have a secondary system (wheels, tracks, or stumpy little legs it can waddle along on... etc), again if repulsorlift is an integral part of the droids design, it would make sense that a secondary would be fitted (unless something cheap like a 'remote').

If it's an add-on, it's just built in equipment - which means it can be targeted like any other piece of gear.

Currently it looks like that. Though not the final version. Definitely cybernetics though, not gear.
