This came up in a game yesterday. Chopper and Ep Leader bump and both of there abilities activate at the start of the combat phase. Chopper adds a stress and Epsilon Removes a stress, should they be activating in an order (activation order or combat order), or do the abilities activate at the exact same time which I guess means Epsilon can cancel the stress?

Same trigger, so resolution depends on initiative. If Chopper has initiative he applies the stress the EL removes it. If EL has the stress he has the ability to remove it which activates (failing, because it's not there) and then Chopper gives him the stress.
