Most squad builders I've seen, whether PC-based or on mobile devices, allow for the option to change point limits and have Epic ships available. I don't think there is a specific, Epic-only builder though.

I use the Startactics app on my phone. I've found that one to be the easiest to use.

The Unofficial X-Wing Squad Builder that I use allows you to modify point limits and includes the Epic ships and upgrades in its options.
