Unless it's somehow a magic portcullis which has different rules for counting spaces, yes, knockback can place a figure on the other side of a portcullis.

Mmm... I'd have to check every quest with a portcullis, but, could this lead to a potential broken encounter somewhere? Like locking heroes out of their objectives or something like this.

Not that I know of. If portcullises cant be opened the regular way there is usually some kind of lever token or trigger effect. It would have to be a a dead end where no such mechanism is accesible for any hero.
Then, there is a variety of hero skills and feats that allow them to place their figures, too....
I find knockback still very strong though. In "the black realm", there is this choke point where our heroes and monsters met, seperated by a portcullis - web trap on a hero passing by, frenzy on hulk, far off into dungeon he went.

Though this is absolutely right due to rules, I imagine how a hero is being thrown through the portcullis - it reminded me "Resident Evil"
PS Looks like the hero is thrown over portcullis but throwing through seems to bring much more joy
