How exactly did the guy started on pg 122 get a strength bonus of 8?

Looks like typo. The best that he can get - SB 4 or 6 (depends on your interpretation of rules ) with Good Quality Synsthmuscle Graft from p.11 of The Lost Dataslate, but in his stats there are nothing about Str anvancements/implants.

plus his whole MO didn't suggest a brute force type of character but a subtle manipulator.
