Because you're spending 4 points and an action to reduce Zuckuss' agility to 0. That's not counting the direct cost of running Manaroo, at 30+ points or more, and because she's giving all her tokens to Zuckuss she's not modifying her own dice.
Let's assume the best case scenario, here: both ships are at Range 1, and Manaroo has passed focus and TL to Zuckuss. You paid 62 points for 7.125 average hits and crits across 2 attacks.
Now let's sub out Expose for PTL on Zuckuss, and swap out PTL for Unhinged + K4 on Manaroo. Same total cost, same number of stress tokens, but even with fewer dice the better action economy means the average hits and crits across those two attacks goes up to 7.5. EDIT: and Zuckuss keeps his green die.
Expose is a bad card.
But Zuckuss isn't stressed. And with Zuckuss' ability, Expose, TL, and focus that's 6 TL'ed and focused dice at range 1.
Against an autothruster Acewing Manaroo's attack might as well be zero and you'd be best off using her to block. So buffing her offense is a waste of time unless you pay for the 12 point title. Against soft targets like Ghosts, she could just not pass off her actions to Zuckuss and Zuckuss could do a non-Expose action.
But yes, I realized that it's a novelty list based around dropping 6 TL'ed and focused dice on someone.
Won a small tournament today with Exposed RAC and Soontir Fel. Beat Imp Aces, Imp A-Holes, and Dash/Lothal. I don't think people expect the sheer offense that is RAC + Expose + TL + Palpatine. 3 hits 2 crits is what you're gonna get at range 1. I never lost Fel and only lost a Decimator and a half (1/25th?).

No it would be 10. Expose raises your primary value by 1 for the entire round. Corran's second shot is still in the round he exposed. 3 primary +1 range one + 1 from expose = 5. Then Corran's second shot, in the round, would make that x2 =10Except it won't be ten dice, it'll be 9, or 1 extra die every other round over what you could have rolled anyway. Unless you're somehow getting Airen to Expose Corran before BOTH his shots in which case he's taking the defence penalty for most of the round.
If you get behind someone and roll 8 dice it's just as good.

If Airen decoys down to 1, he shoots AFTER Corran, so Corran only gets the Expose extra die for his second tap, because Airen doesn't give out his free action til after he shoots.
How are you having Airen shoot before Corran but after everything that might take advantage of Corran's dearth of green dice?
There's no way to Expose Corran for both his shots without him also being Exposed for most of the round of shooting.
Or maybe you've got it wrong. Corran at range 1 with this setup gets 4 dice on his first attack, then Airen shoots at PS1 giving him a free action to Expose, after which he gets 5 dice with his second attack. If instead you DIDN'T use Decoy and Airen shoots first, Corran gets ten total dice, but -1 defence die for every shot he gets beaned with.
And it's STILL mathematically only worth doing if Corran has had a Focus action before Airen allows him to Expose. Otherwise he's better off Focussing.

It makes you a mildly more nimble attack shuttle for a LOT more points than an attack shuttle.
Hmmm ... maybe just drop expose for Opportunist:

I toyed with the idea of Targeting Computer and a 1 point bid instead of SD on Fel. Would've given me initiative in my first two games without having to win the die roll. Init first game allowed me to force his PS9 Vader to move before my Fel; second game it meant landing crits on his A-Holes before they shot back (including a timely Blinded Pilot on Omega, though it also meant when RAC got Blinded Pilot it stuck around until next round). However, I found that the situations in which I would've used TC, at least on on this day, happened to be "win more" situations.
I also looked at other RAC builds. Gunner/Vader over Palpatine and PtL/Engine over EI/Expose. PtL/Engine lets me move at the start of combat, which can be useful, and Gunner/Vader can be brutal to Aces. However, Palpatine is nice to have for Fel occasionally, and EI/Expose is better against other lists than just Aces. On a related note, against Imp A-Holes I happened to kill ships from cheapest to most expensive: Wampa -> Shuttle -> Omega -> Inquisitor. I did this because of how the combo can burn ships down quickly. The softer targets died much quicker and still left Fel with a winnable endgame (PS9 vs PS8).
