Does Whisper get to cloak after shooting Dengar or is it dependent upon initiative (based upon latest Valen Rudor FAQ entry)?

This is incorrect.

It has been confirmed via FFG that "after attacking" and "after defending" are the same trigger. Refer here.

This situation therefore comes down to who has initiative.

  1. Whisper attacks Dengar and completes all 7 steps of the attack.
  2. Trigger point for "after attacking" (Adv Cloaking device for Whisper) and "after defending" (Dengar's return attack).
  3. Whoever has the initiative resolves their ability.
  4. Whoever doesn't have the initiative resolves their ability.

If Whisper has initiative, she gets to cloak before Dengar makes his return attack and gains the extra defense dice for being cloaked

If Dengar has initiative, he gets to attack before Whisper can cloak.

Worth noting too that Whisper's pilot ability shares the same trigger and timing resolution.

A ship is defending from once it is designated as the Defender until the end of step that damage is allocated. That's the same time that the attacker stops attacking. It has nothing to do with when they roll dice.
