It may be possible but I believe it would be some kind of "admiral" who wouldn't increase pilot skill as much as set pilot skill. Imagine a Grand Admiral Thrawn card that does the following:
During activation you may treat each ship in your squadron as if it were PS 9 or PS 1.
During the Combat Phase treat all ships in your squadron as PS 5 unless it has a higher PS.
This is just an example. The ships could be limited by range and the PS numbers can be changed. I've got no idea what it should cost.
We may see something like that with HotR. One of the cards looks like it says, "Hotshot Co-Pilot," so he probably brings something to the table there.
I'd rather see a card that allows you to lower your PS at the start of the activation phase until the end of that phase than something else that boosts PS. Making your opponent place their dials without knowing whether your ship will move before or after their ships would be awesome.

This is why my Thrawn suggestion would make it possible to either boost or reduce the PS. Having ships that may move before you or are almost certainly moving after you could make for some interesting decisions. If all set the same way it also has the side affect of making activation order easier to plan.
