I doubt it will come out with Imperial Veterans, but the pictures of the sets are not always correct. Take the G1A for example...featured two Tractor Beams and one Electronic Baffle but got released with two Electronic Baffle and one Tractor Beam.
I wouldn't be surprised to see it as a promo card in tournament kit within the next year. They could even provide the pilot chit with each promo.

Offering pilots exclusively through tournament kits, even if they're a participation prize, is a dangerous road to start going down in terms of availability. Look at Star Trek Attack Wing, where unique captains that were better than the normal expansion pack versions, were tournament prizes only and how that destabilized things.

Unless it was effectively a named alt-art version of the Saber Squad or Royal Guard squadron, so same points, same abilities, ect... That would be PR blunter of truly epic proportion and quite frankly completely contrary to how FFG normally does things.
This seem to me more suited to Armada than for X-wing. The reason is that she is supposed to be the captain of the Inflictor - the star destroyer that crashed down on Jakku. If this is for X-wing though, it is likely a crew card not a pilot card.

She is ace Tie Figter and Interceptor pilot, commander, captain of SD and a lover.
Honestly it looks like it's from the Living Card Game. The new cycle of cards is including a lot of names from Rebels and other new sources, so it remains consistent with idea. The artwork matches pretty well to what they're doing too (see below for other examples of pilots)

I'm not sure, by the way, that this matches my mind image of her. Something about the hair. I think I pictured her as more like Janae from Orange is the New Black.
Though the long hair is specifically mentioned quite early on.

I have a feeling the future will be me playing lists exclusively with the new TFA/TFA-lead in characters.

Is it just me or is this a great sign for FFG's relationship with the LFL story group? FFG has obviously been able to take from both the legends and new canon material, and they've actually created new legends material even after the transition (Raider, until it gets referenced in canon). I could be wrong, but this is the first time I'm aware of that they've been recognized as contributing to the creation of new canon material!

Very true. It didn't really add much, but it is being presented as "this was commissioned by FFG and is the official illustration." Perhaps this means FFG will play a role in the creation (or illustration, whether through artwork or in-universe "stats") of future canon material. A lot of the old EU was created for the WEG RPG after all!
