Can Warrior Priests and Disciples of Khaine assign damage away that is being put on them by Stubborn Refusal or Valkia the Bloody? Can toughness cancel damage put on by Stubborn Refusal?

Moving damage and assigning damage are 2 different things, and you cannot cancel moved damage with an effect that cancels assigned damage.
