Not a problem. You pay too great a premium for Kagi's PS and ability.
Biggest issue is that it doesn't stop FCS which is all over the place so he looses a lot of appeal there. Against Vader, Inquisitor, or Omega Leader it'd be pretty cool. I thought about doing it for a palp-aces build like you're talking about but FCS changed my mind.
Too many things circumvent Kagi to make him worth the points to me. Jumpmasters (or rather R4 Aggromechs) don't care about his ability and neither do FCS or Thread Tracers.
You've also got to run your Shuttle out near the front in the opening exchanges for him to be anything other than slightly annoying.

Seems a shame not to find point for a Tractor Beam if you are rolling a PS8 Shuttle that is already costing you 36 points. Especially if you are running him with some combination of The Inquisitor, Omega Leader, and Carnor.
Kagi seems almost decent with baffle, but I think he would just be too pricy with palp. I tried for a while to make Kagi work but he never seemed to make up his investment. The exception being ATC Vader. Keeping that extra crit off the rest of your squad is amazing and well worth the price. Anything else and he just gets focused down in 1-2 turns...

I'd rather spend points on the Inquisitor (PRockets) and Omega (Hull Upgrade).
Kagi's annoying, but not debilitating enough for his cost IMO.

It shuts down Omega Leader and Vader and the Inquisitor and Z-95's with missiles.

A 40-point Shuttle doesn't sound like a problem to me. It's a free win.

and Kagi with SJ and Tractor
its not bad.

I feel like the "what does he do" is worth it.... every single time. run him with Carnor Jax. and OL and watch hilarity insue.

If my opponent wants to literally paint a Target on an immobile 1/3 of their list, I'm happy to oblige.
Unless I'm running Soontir, who doesn't use target locks. Or Poe, who I'll usually run with Predator. Or Whisper, because FCS don't care. Or a TAP, because I care more about taking the the TL than I do about who I'm TLing.

Remember that Soontir's ability doesn't trigger if Yorr intercepts the stress.

Upon further consideration, I suppose Yorr would be better.
Omega Leader with Juke, Comm Relay, Engine Upgrade
Inquisitor with V1, PtL, Autothrusters
Yorr with Palpatine and Engine Upgrade
97 points. Kagi in this list loses the strong initiative bid.
I ran a successful list with Jax, Fel, and Kagi. Kagi ran with Mara while Jax and Fel had the usual upgrades. It worked well Waves 3-5, but I didn't play it much after that as there were just too many things that saw consistent play that made his ability useless (FCS on IGs, for example, and currently he would not help against Uboats).
Mara Jade on PS 8 ship was fantastic as Kagi could consistently keep ships stressed by moving after them. His ability was useful, too, but I think at this point, for the same points, Emperor on the OGP is just so much better along with, as mentioned, there are more and more cases that ignore his ability.
