I ran a Bounty Hunter’s Guild office kind of like a better-run DMV office, or maybe kinda like a bank.
You don’t have to be a bounty hunter to go into the main lobby area.
There are windows or counters where you can go up and file a bounty, there are windows or counters were certified bounty hunters (with their guild card) can sign up to take on a bounty, there is a separate counter where you can go up and sign up for IPKC bounties (requiring both a bounty hunter guild card and an Imperial Peace Keeper Certificate), etc….
There’s a board for listing bounties local to the town or city you’re in, another board for listing bounties that are local to the planet you’re on or the system you’re in, another board covering the whole sector you’re in, another board for the region, and then a “Galaxy’s Top Ten Most Wanted” board.
There’s probably also a separate IPKC board where you can’t even look at the bounties that have been posted unless you have your certificate.
Of course, at least some of this information is also available remotely, if you’re on a planet with better quality technology and holonet connections, and you have your guild membership and/or IPKC. But you wouldn’t get the full details unless you went into a local guild hall, and you probably wouldn’t be able to sign up to take on a particular bounty without going down to a local guild hall.
There is a separate members-only area where you can buy Restricted gear, but might also include more rare gear that isn’t technically Restricted. You can’t even go into that area if you’re not a card-carrying member of the guild.
Then there are private meeting rooms in the back, where groups can get together to discuss jobs, meet discretely with customers (maybe via holonet), etc….
In my game, the main receptionist was an IG-88 droid. And if you offended him by offering a bribe that was ridiculously low, he’d ask to see your guild card and then put it into an interior compartment and then proceed to ignore you for a while.
You could get your guild card back, but it might take some sweet talking, or better bribes.
