'Spawner' on master kobold

If at the start of an overlord turn you're allowed to place a master kobold as reinforcement, does the 'spawner' ability apply and are you therefore allowed to immediately place a minion kobold next to it?

Since both have the 'start of each overlord turn' as trigger thus at the same time, is this such case where the active player can decide the sequence of events happening?

I don't see why not, for exactly the reason you cited.

With kobolds this is kind of OP. I will of course take advantage. :) Or has there been an official word that this is illegal?

It is an absolutely legal move, of course you have to consider other restrictions of this card. :)

in fact small beginnings does not even prevent minions from being placed if a quest spawns an open group not at the set up of a quest. Phrased differently if a quest says place an open group when the heroes flip a token, feel free to spawn all 3 master and 9 minion kobolds.

Yep. I've seen heroes cry about this, and admittedly it does feel a little cheesy when I do it because you are completely circumventing a big balancing factor of this group, but them's the rules! :P
