Yep. Player with initiative gets to trigger their ability first. At least, I'm pretty sure that's how it works.
Phrasing.
The player with initiative gets to do his action first.
So if the player with Manaroo has initiative he can pass it before Palob steals it.
If the player with Palob has initiative, he steals it before Manaroo can pass it.

Yes, as others have mentioned, the ship with initiative resolves first, unless they are on the same team and the owner can activate in any order. Similarly, let's say you have Palob and your opponent has Guri. If the Guri player has initiative, then the she receives her free R1 focus token BEFORE Palob triggers, and he can therefore steal it. If Palob has initiative, then his activation window closes before Guri's begins, and he cannot steal her focus.

Could habe more use in future upgrades: "Immediately at the start of the activation (or combat) phase" always happens BEFORE "At the start of the activation (or combat) phase"
Or it is described in the FAQs like the decloak action which happens AFTER "At the start of the activation phase."
