Target Lock can be spent to reroll attack dice on any attack unless an effect explicitly says otherwise. Primary or secondary whatever it's all the same.

Yes you can, and because Proton Rockets don't actually require that you spend the focus token to fire them, you can use that to change any focus results as well. The only requirement is that you have the token and discard the card.
