Hi guys,

Later this week I will be running the final mission of the Twin Shadows mini campaign, Fire in the Sky. I have a couple of questions about the unique mission rules it features.

When a Rebel hero is defeated for a 2nd time, rather than withdrawing, they go into a state where they only have 1 action per activation and must use it to move - thematically, they are basically limping along trying to get to the exit.

While in that state, can they still use abilities that are not actions? e.g. Fenn's tactical movement? That one is free and gives extra movement points, and I would be inclined to allow it. I am less sure about abilities that have a cost - e.g. Saska creating devices, and then after that, people throwing those devices... creating them costs strain, so let's assume that governs if they can be made or not, but throwing them causes (but does not cost) 1 damage... could "limping" players still chuck unstable devices around?

The mission ends when all the Rebels make it to the exit - if a player who is "limping" is stunned, aren't they totally and forever boned? If they can't do any action other than move, then they can never remove the stun and never make it to the exit?

See Incapacitated from the RRG. An incapacitated figure can not interact with the game, use or be affected by abilities other than specifically allowed by mission rules. So, they can only gain movement points from the move action and spend them.

Fenn can't Tactical Move an incapacitated figure. An incapacitated Fenn can't Tactical Move anyone.

That also means the incapacitated figures cannot be affected by conditions, i.e. they cannot be stunned.

From one of my previous post elsewhere about incapacitated:

Incapacitated:
ยท The figure cannot suffer damage (damage) or be targeted or affected
by attacks, abilities, or any game effect except as specified by
the mission's rules.

As far as I have understood the rules, an Incapacitated figure thus cannot perform any character abilities or be affected by them, including suffering strain to gain movement points.

The mission rules tell that an incapacitated figure can perform a move action. That is the only ability they can use.

However, although not specified, because obviously they need to be able to spend movement points to move, they can do that. I have also assumed that movement rules still apply, so they are affected by extra movement costs of terrain. I'm not sure if this has been ruled on previously.
