You get the career's special ability for "free", but if you want to KEEP it when you change careers, you need to spend an advance to "buy" it permanently.
If you haven't fully completed that career, though, you cannot buy it permanently.
I don't know what to say about the other question, though.

it costs 5 minus 1 for each trait in common, minus 1 if you obtained the dedication bonus for your last career to a minmum of 1, then minus 1 if you are a reiklander to a minimum of zero.

EDIT: For the record, I have nothing against Little People. Seriously.
It could also be for any of the other flavors of humans or dwarfs out there. After all you only get 1 ethnicity of each in the core set.

What page is the information on spending an Advance to keep the Career Ability after you fully complete a career?

I believe ynnen clarified it here on the forum, but I forget which thread it's in.
Don't have books with me so I can't quote a page but its in the advancement section under the header "Dedication Bonus"
the dedication bonus seems free: "that character's special ability becomes a permanent character ability" (pg. 37)
