for example if I fly multiple A-wings using the title (which gives you 2 EPTs) but I don't have enough title cards for all of them, do I get disqualified? I'm not talking a regional, just a local tournament or maybe a SC at most.

not having duplicate cards at tournament
SC and up you definately need all cards for each ship.
Anything else, ask the TO. Most communities will lend cards I've found.

It is stated in the rules that you must have a legitimate copy of upgrades/pilots etc.
It just depends on if people running tournament wants to enforce the rules, which most do
It wouldn't be fair to those who buy 3 ships for specific upgrades for tournaments, and then allow someone to use a print off card.
