So I've played 3 times, Rebels won once ... I got lucky at the end and forced a couple of objectives to put pressure on him, and was lucky to move my base to one planet he didn't have enough stuff to deal with it.
But I found almost every turn near the middle of the game I was moving the base because I was never sure if he was going to move within 1 of my base or not, I never did move it but the mission was down and 1-2 heroes were going to attempt it... has anyone else found themselves "almost" moving the base every turn? It certainly can be nerve racking as the Rebel player.

I haven't, but being able to spare 1 or 2 leaders a turn seems to be a good position to be in.
If the closest Imperial force is small compared to my base garrison (eg. there is a good chance I could defeat space or ground forces and no DS) I will often let my base be revealed and keep it that way until the Imperials brings a large enough force nearby.
There was a thread discussing going a step further than this even and performing the mission with no intention to move. Particularly on the first turn, as this would allow the rebel player to know the names of the four systems at the bottom of the imperial probe deck and plan a better decoy.

Its better to have your base hidden, but I find having it revealed with superior forces in the region puts the Imperials in a bad position. They need to move more forces into the area to take the base, but the you can always move it before they can get to your base. This costs them turns and potentially gets their fleets out of position.

Pretty sure you are reading the rules wrong. When you move the base, all the units and leaders on the Rebel Base space are placed at the old base's location even if the base was still hidden.
When the Rebel base is revealed the units are placed in system though, and therefore not on the Rebel base space to go with
Yeah, when you move the base, the first thing you do is reveal the location of the old one. As soon as you do that, all of the units on the rebel base space get placed on the actual planet, so they don't move with it.
