Several social actions say "you influence" the target. I can't find any rules reference for that, is that a free-form effect or am I missing something?

I believe that it is both.

If you are using the Progress Tracker to determine the outcome of a social scene, then successfully "influencing" the target means that you advance the tracker in the appropriate direction.

Otherwise, yeah, it's free form story fluff.
