And since I roll the ion projector die, I assume Pappy can modify it as well?

Any Dice you roll Palpatine can modify (so asteroids/obstacle rolls too). Though there are caveats with certain pilots like Omega Leader etc

Naw, stick with 2 ion cannons! In general, its more of a threat to more lists (having 2 ions vs having 1 ion + 1 flechette).
